I think there is a wider context in which these consents are being handled. So far it would seem that there is a substantial number of bishops who wish to demonstrate to the wider Communion that they are Creedally and Liturgically orthodox in what they deem to be “matters essential” even if many of them may entertain opinions on sexual behavior which some of us may believe calls into question their fidelity to the doctrine of Holy Matrimony, or perhaps its nature that Biblical and Traditional formularies suggest.
The standing committee vote just goes to show that it’s a lot of the clergy/lay inmates who are running the asylum, and not necessarily the bishops.
Bp. Baxter is not just another run of the mill bishop. As the former Dean of Washington Cathedral he holds something of a special status in certain circles. This may well influence some as yet undecided left & center-left bishops to vote no.
I’m sure this decision was made prayerfully and with much sober reflection upon what the vows of a bishop require of one called to the office of bishop.
